國家職業病防治規劃(2016-2020年)

為(wei)加強職(zhi)業病防(fang)治工作(zuo),切(qie)實保障(zhang)勞動者職(zhi)業健(jian)康權益,依(yi)據《中華人民共和國職(zhi)業病防(fang)治法》,制定本規劃。

一、職業病防治現狀和問題

職(zhi)(zhi)業(ye)(ye)病(bing)防(fang)治事(shi)關(guan)勞動者身(shen)體健康和生(sheng)命安(an)全,事(shi)關(guan)經濟發(fa)展和社會穩定大局。黨(dang)中央、國(guo)務院高度重視職(zhi)(zhi)業(ye)(ye)病(bing)防(fang)治工(gong)作(zuo)。《“健康中國(guo)2030”規劃綱要(yao)》明確提出(chu),要(yao)強化(hua)行業(ye)(ye)自律和監(jian)督管理(li)職(zhi)(zhi)責,推動企業(ye)(ye)落實主體責任,推進職(zhi)(zhi)業(ye)(ye)病(bing)危害源頭治理(li),預(yu)防(fang)和控制職(zhi)(zhi)業(ye)(ye)病(bing)發(fa)生(sheng)。

《中(zhong)華(hua)人(ren)民共和國職(zhi)(zhi)業(ye)病防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)法》實施以(yi)來特別是(shi)《國家職(zhi)(zhi)業(ye)病防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)規劃(2009-2015年)》(國辦發(fa)〔2009〕43號)印發(fa)以(yi)來,各地(di)區、各有(you)關部門依(yi)法履(lv)行(xing)職(zhi)(zhi)業(ye)病防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)職(zhi)(zhi)責,強(qiang)化(hua)行(xing)政監管,防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)體系逐步健(jian)(jian)全(quan),監督執法不(bu)斷加(jia)強(qiang),源頭(tou)治(zhi)(zhi)(zhi)(zhi)理和專項(xiang)整(zheng)治(zhi)(zhi)(zhi)(zhi)力度持續加(jia)大(da),用人(ren)單(dan)位危(wei)害(hai)勞動者健(jian)(jian)康(kang)的違法行(xing)為有(you)所減少,工作場所職(zhi)(zhi)業(ye)衛生條(tiao)件(jian)得到改善。職(zhi)(zhi)業(ye)病危(wei)害(hai)檢(jian)測、評價與控制(zhi),職(zhi)(zhi)業(ye)健(jian)(jian)康(kang)檢(jian)查以(yi)及職(zhi)(zhi)業(ye)病診斷、鑒(jian)定、救(jiu)治(zhi)(zhi)(zhi)(zhi)水平不(bu)斷提升,職(zhi)(zhi)業(ye)病防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)機(ji)構、化(hua)學中(zhong)毒和核輻射醫(yi)療救(jiu)治(zhi)(zhi)(zhi)(zhi)基(ji)地(di)建設得到加(jia)強(qiang),重大(da)急性(xing)職(zhi)(zhi)業(ye)病危(wei)害(hai)事故明顯減少。職(zhi)(zhi)業(ye)病防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)宣傳更加(jia)普及,全(quan)社會防(fang)(fang)(fang)治(zhi)(zhi)(zhi)(zhi)意識不(bu)斷提高。

但是,當前我(wo)國(guo)職(zhi)業(ye)(ye)病(bing)(bing)防(fang)治還面臨(lin)著(zhu)諸多問(wen)題和挑戰。一是職(zhi)業(ye)(ye)病(bing)(bing)危害(hai)依然嚴重。全國(guo)每年新(xin)(xin)報(bao)告職(zhi)業(ye)(ye)病(bing)(bing)病(bing)(bing)例近3萬(wan)例,分布在(zai)煤炭、化工(gong)(gong)、有(you)(you)色金屬、輕工(gong)(gong)等不同行(xing)業(ye)(ye),涉及企(qi)業(ye)(ye)數量(liang)(liang)多。二是用人(ren)單位主(zhu)體責任落(luo)實不到(dao)位。部(bu)分用人(ren)單位主(zhu)要(yao)負(fu)責人(ren)法(fa)治意識不強,對(dui)改善作(zuo)業(ye)(ye)環境、提供防(fang)護(hu)用品、組織職(zhi)業(ye)(ye)健康(kang)檢(jian)查投入(ru)不足,農民(min)工(gong)(gong)、勞務派遣人(ren)員等的(de)(de)職(zhi)業(ye)(ye)病(bing)(bing)防(fang)護(hu)得(de)不到(dao)有(you)(you)效保障。三是職(zhi)業(ye)(ye)衛生監(jian)(jian)管(guan)和職(zhi)業(ye)(ye)病(bing)(bing)防(fang)治服務能(neng)力不足。部(bu)分地區基層監(jian)(jian)管(guan)力量(liang)(liang)和防(fang)治工(gong)(gong)作(zuo)基礎薄(bo)弱(ruo),對(dui)危害(hai)信(xin)息掌握(wo)不全,對(dui)重點職(zhi)業(ye)(ye)病(bing)(bing)及職(zhi)業(ye)(ye)相(xiang)關危害(hai)因(yin)素(su)監(jian)(jian)測能(neng)力不足。四(si)是新(xin)(xin)的(de)(de)職(zhi)業(ye)(ye)病(bing)(bing)危害(hai)問(wen)題不容忽視(shi)。隨著(zhu)新(xin)(xin)技術(shu)、新(xin)(xin)工(gong)(gong)藝、新(xin)(xin)設備和新(xin)(xin)材料的(de)(de)廣泛應用,新(xin)(xin)的(de)(de)職(zhi)業(ye)(ye)病(bing)(bing)危害(hai)因(yin)素(su)不斷出(chu)現,對(dui)職(zhi)業(ye)(ye)病(bing)(bing)防(fang)治工(gong)(gong)作(zuo)提出(chu)新(xin)(xin)挑戰。

二、總體要求

(一(yi))指(zhi)導思想(xiang)。全(quan)面(mian)貫(guan)(guan)徹黨(dang)的(de)十(shi)八大和十(shi)八屆三中、四(si)中、五中、六中全(quan)會精(jing)神,深入學習(xi)貫(guan)(guan)徹習(xi)近(jin)平總(zong)書記系列重要講話(hua)精(jing)神,認真落(luo)實黨(dang)中央、國務院(yuan)決策部(bu)署(shu),緊(jin)緊(jin)圍(wei)繞統籌推進“五位(wei)一(yi)體(ti)”總(zong)體(ti)布局(ju)和協(xie)調推進“四(si)個全(quan)面(mian)”戰(zhan)略布局(ju),牢固(gu)樹立和貫(guan)(guan)徹落(luo)實創(chuang)新、協(xie)調、綠(lv)色(se)、開(kai)放、共(gong)享的(de)發展理念,堅持(chi)正確的(de)衛生與健(jian)康工(gong)作方(fang)針,強化(hua)政(zheng)府監管職責,督促用人單位(wei)落(luo)實主體(ti)責任(ren),提升(sheng)職業病(bing)(bing)防(fang)治工(gong)作水平,鼓勵(li)全(quan)社會廣泛參與,有效預(yu)防(fang)和控制(zhi)職業病(bing)(bing)危害,切實保障勞動者職業健(jian)康權益(yi),促進經濟社會持(chi)續健(jian)康發展,為推進健(jian)康中國建(jian)設奠(dian)定(ding)重要基(ji)礎(chu)。

(二)基本原則。

堅持依法防(fang)(fang)治。推進職業(ye)病防(fang)(fang)治工作法治化建設,建立(li)健全(quan)配套法律、法規和標準,依法依規開(kai)展(zhan)工作。落實法定防(fang)(fang)治職責,堅持管行業(ye)、管業(ye)務(wu)、管生產經營的同時必須管好職業(ye)病防(fang)(fang)治工作,建立(li)用人單(dan)位(wei)誠(cheng)信(xin)體系。

堅持源頭(tou)治理(li)。把握職(zhi)業衛生發展(zhan)規律,堅持預防為主、防治結合,以重(zhong)點(dian)行業、重(zhong)點(dian)職(zhi)業病危(wei)害和(he)重(zhong)點(dian)人(ren)群為切(qie)入(ru)點(dian),引導用人(ren)單位開展(zhan)技(ji)術改(gai)造和(he)轉(zhuan)型升級,改(gai)善工作場所(suo)條(tiao)件,從源頭(tou)預防控制(zhi)職(zhi)業病危(wei)害。

堅持(chi)綜合(he)施策(ce)。統(tong)籌(chou)協(xie)調職業病(bing)防治工作涉及的方方面(mian)面(mian),更加(jia)注重(zhong)部門協(xie)調和(he)資源共享,切實落實用(yong)(yong)人(ren)單位主體責任,提(ti)升(sheng)勞(lao)動(dong)者個(ge)體防護意識,推動(dong)政(zheng)府、用(yong)(yong)人(ren)單位、勞(lao)動(dong)者各負(fu)其責、協(xie)同聯動(dong),形成防治工作合(he)力。

(三)規(gui)劃目標(biao)。到2020年(nian),建(jian)立健(jian)全用(yong)人單(dan)位負責、行(xing)政機(ji)關監管、行(xing)業(ye)(ye)(ye)(ye)自(zi)律(lv)、職工(gong)參與和(he)社會監督的(de)(de)職業(ye)(ye)(ye)(ye)病(bing)(bing)(bing)防治工(gong)作(zuo)格局。職業(ye)(ye)(ye)(ye)病(bing)(bing)(bing)防治法律(lv)、法規(gui)和(he)標(biao)準體系(xi)基本(ben)完善,職業(ye)(ye)(ye)(ye)衛生監管水平(ping)明顯(xian)提升,職業(ye)(ye)(ye)(ye)病(bing)(bing)(bing)防治服務能力(li)顯(xian)著(zhu)增強,救(jiu)治救(jiu)助(zhu)和(he)工(gong)傷保(bao)險保(bao)障水平(ping)不斷(duan)提高;職業(ye)(ye)(ye)(ye)病(bing)(bing)(bing)源頭治理力(li)度進一步加大,用(yong)人單(dan)位主體責任不斷(duan)落實(shi),工(gong)作(zuo)場所作(zuo)業(ye)(ye)(ye)(ye)環(huan)境有效改善,職業(ye)(ye)(ye)(ye)健(jian)康(kang)監護工(gong)作(zuo)有序(xu)開展(zhan),勞動者(zhe)的(de)(de)職業(ye)(ye)(ye)(ye)健(jian)康(kang)權益得到切(qie)實(shi)保(bao)障;接塵工(gong)齡不足5年(nian)的(de)(de)勞動者(zhe)新發塵肺病(bing)(bing)(bing)報告例(li)數占(zhan)年(nian)度報告總例(li)數的(de)(de)比例(li)得到下(xia)降,重(zhong)大急(ji)性職業(ye)(ye)(ye)(ye)病(bing)(bing)(bing)危害事故(gu)、慢性職業(ye)(ye)(ye)(ye)性化學中毒、急(ji)性職業(ye)(ye)(ye)(ye)性放(fang)射性疾病(bing)(bing)(bing)得到有效控制(zhi)。

——用人(ren)(ren)單位主體責任不斷落實。重點(dian)行業(ye)的用人(ren)(ren)單位職(zhi)業(ye)病危(wei)(wei)害(hai)項目申(shen)報率達(da)(da)(da)到85%以(yi)上(shang),工作(zuo)場所職(zhi)業(ye)病危(wei)(wei)害(hai)因(yin)素定期檢測率達(da)(da)(da)到80%以(yi)上(shang),接觸職(zhi)業(ye)病危(wei)(wei)害(hai)的勞動(dong)者在(zai)崗期間職(zhi)業(ye)健康(kang)檢查(cha)率達(da)(da)(da)到90%以(yi)上(shang),主要負責人(ren)(ren)、職(zhi)業(ye)衛(wei)生(sheng)(sheng)管理人(ren)(ren)員(yuan)職(zhi)業(ye)衛(wei)生(sheng)(sheng)培(pei)訓率均(jun)達(da)(da)(da)到95%以(yi)上(shang),醫療衛(wei)生(sheng)(sheng)機構放射工作(zuo)人(ren)(ren)員(yuan)個人(ren)(ren)劑(ji)量監(jian)測率達(da)(da)(da)到90%以(yi)上(shang)。

——職(zhi)業病(bing)防(fang)(fang)治(zhi)體系基本健(jian)全。建立健(jian)全省、市、縣(xian)(xian)三級職(zhi)業病(bing)防(fang)(fang)治(zhi)工(gong)(gong)作聯席會議制度。設(she)區(qu)(qu)的市至少應確定(ding)1家(jia)醫療衛(wei)生(sheng)機(ji)構承擔(dan)本轄區(qu)(qu)內職(zhi)業病(bing)診斷(duan)工(gong)(gong)作,縣(xian)(xian)級行(xing)政(zheng)區(qu)(qu)域原則(ze)上(shang)至少確定(ding)1家(jia)醫療衛(wei)生(sheng)機(ji)構承擔(dan)本轄區(qu)(qu)職(zhi)業健(jian)康檢查工(gong)(gong)作。職(zhi)業病(bing)防(fang)(fang)治(zhi)服務網絡和(he)監管網絡不斷(duan)健(jian)全,職(zhi)業衛(wei)生(sheng)監管人(ren)員培訓(xun)實(shi)現全覆蓋。

——職(zhi)業病(bing)(bing)監測能力不斷提高。健全監測網絡,開展重點職(zhi)業病(bing)(bing)監測工作(zuo)的縣(區)覆蓋(gai)率達(da)到90%。提升職(zhi)業病(bing)(bing)報告(gao)質量,職(zhi)業病(bing)(bing)診斷機構報告(gao)率達(da)到90%。初步建立職(zhi)業病(bing)(bing)防治信息系統,實(shi)現部門間信息共(gong)享。

——勞動者健康權(quan)益(yi)得到保(bao)(bao)障(zhang)。勞動者依法應參加工傷保(bao)(bao)險覆蓋(gai)率達到80%以上,逐步實(shi)現(xian)工傷保(bao)(bao)險與基本醫療保(bao)(bao)險、大病保(bao)(bao)險、醫療救(jiu)助、社會慈善、商業(ye)保(bao)(bao)險等有效銜接,切實(shi)減輕職(zhi)業(ye)病病人負擔。

三、主要任務

(一(yi))強(qiang)化源頭(tou)治理(li)(li)。開(kai)展全國職(zhi)(zhi)(zhi)業(ye)病(bing)危(wei)(wei)害(hai)(hai)(hai)調查,掌握(wo)產生職(zhi)(zhi)(zhi)業(ye)病(bing)危(wei)(wei)害(hai)(hai)(hai)的用人單(dan)(dan)位基本情況,以及危(wei)(wei)害(hai)(hai)(hai)地區、行(xing)業(ye)、崗位、人群分布等基本信息。建立職(zhi)(zhi)(zhi)業(ye)病(bing)危(wei)(wei)害(hai)(hai)(hai)嚴(yan)重的落后工藝、材料和設備淘汰、限制名錄(lu)管理(li)(li)制度(du),推(tui)廣有利于(yu)保護勞(lao)動者健康的新(xin)技(ji)術、新(xin)工藝、新(xin)設備和新(xin)材料。以職(zhi)(zhi)(zhi)業(ye)性(xing)塵(chen)肺病(bing)、化學中毒為重點,在(zai)礦山、有色金屬、冶金、建材等行(xing)業(ye)領(ling)域(yu)開(kai)展專項治理(li)(li)。嚴(yan)格源頭(tou)控制,引導職(zhi)(zhi)(zhi)業(ye)病(bing)危(wei)(wei)害(hai)(hai)(hai)嚴(yan)重的用人單(dan)(dan)位進行(xing)技(ji)術改造和轉型升(sheng)級。開(kai)展職(zhi)(zhi)(zhi)業(ye)病(bing)危(wei)(wei)害(hai)(hai)(hai)治理(li)(li)幫(bang)扶行(xing)動,探索設立中小微型用人單(dan)(dan)位職(zhi)(zhi)(zhi)業(ye)病(bing)防治公益(yi)性(xing)指導援助(zhu)平臺。加強(qiang)對新(xin)發職(zhi)(zhi)(zhi)業(ye)病(bing)危(wei)(wei)害(hai)(hai)(hai)的研究(jiu)識別(bie)、評(ping)價與控制。

(二)落實用(yong)(yong)(yong)人(ren)(ren)單(dan)位主體(ti)(ti)責任。督(du)促職業(ye)病危(wei)害(hai)(hai)(hai)嚴重(zhong)的用(yong)(yong)(yong)人(ren)(ren)單(dan)位建(jian)立防(fang)治(zhi)管(guan)(guan)理(li)責任制(zhi),健全崗位責任體(ti)(ti)系,做(zuo)(zuo)到(dao)(dao)(dao)責任到(dao)(dao)(dao)位、投(tou)入(ru)(ru)到(dao)(dao)(dao)位、監(jian)管(guan)(guan)到(dao)(dao)(dao)位、防(fang)護(hu)(hu)(hu)到(dao)(dao)(dao)位、應(ying)急(ji)救援(yuan)到(dao)(dao)(dao)位。推動(dong)企業(ye)依法設立職業(ye)衛生(sheng)(sheng)管(guan)(guan)理(li)機(ji)構(gou),配備專(兼)職管(guan)(guan)理(li)人(ren)(ren)員(yuan)和(he)(he)技術人(ren)(ren)員(yuan)。通過(guo)經驗(yan)推廣、示范創建(jian)等(deng)(deng)方式(shi),引(yin)導用(yong)(yong)(yong)人(ren)(ren)單(dan)位發揮主體(ti)(ti)作(zuo)(zuo)(zuo)用(yong)(yong)(yong),自主履行法定義務。幫助用(yong)(yong)(yong)人(ren)(ren)單(dan)位有針對性地開(kai)展職業(ye)衛生(sheng)(sheng)培訓,提高主要負(fu)責人(ren)(ren)、管(guan)(guan)理(li)人(ren)(ren)員(yuan)和(he)(he)勞動(dong)者的職業(ye)病危(wei)害(hai)(hai)(hai)防(fang)護(hu)(hu)(hu)意識。督(du)促用(yong)(yong)(yong)人(ren)(ren)單(dan)位落實建(jian)設項目職業(ye)病防(fang)護(hu)(hu)(hu)設施“三同(tong)(tong)時”(同(tong)(tong)時設計、同(tong)(tong)時施工(gong)、同(tong)(tong)時投(tou)入(ru)(ru)生(sheng)(sheng)產和(he)(he)使用(yong)(yong)(yong))制(zhi)度(du),加強對危(wei)害(hai)(hai)(hai)預評價、防(fang)護(hu)(hu)(hu)設施控制(zhi)效(xiao)果評價和(he)(he)竣工(gong)驗(yan)收等(deng)(deng)環節的管(guan)(guan)理(li)。改善(shan)作(zuo)(zuo)(zuo)業(ye)環境,做(zuo)(zuo)好(hao)工(gong)作(zuo)(zuo)(zuo)場所(suo)危(wei)害(hai)(hai)(hai)因(yin)素(su)申報、日常(chang)監(jian)測、定期檢測和(he)(he)個體(ti)(ti)防(fang)護(hu)(hu)(hu)用(yong)(yong)(yong)品管(guan)(guan)理(li)等(deng)(deng)工(gong)作(zuo)(zuo)(zuo),嚴格(ge)執行工(gong)作(zuo)(zuo)(zuo)場所(suo)職業(ye)病危(wei)害(hai)(hai)(hai)因(yin)素(su)檢測結果和(he)(he)防(fang)護(hu)(hu)(hu)措施公告制(zhi)度(du),在產生(sheng)(sheng)嚴重(zhong)危(wei)害(hai)(hai)(hai)的作(zuo)(zuo)(zuo)業(ye)崗位設置警(jing)示標志和(he)(he)說明。指導用(yong)(yong)(yong)人(ren)(ren)單(dan)位建(jian)立完善(shan)職業(ye)健康監(jian)護(hu)(hu)(hu)制(zhi)度(du),組織勞動(dong)者開(kai)展職業(ye)健康檢查,配合開(kai)展職業(ye)病診(zhen)斷與鑒(jian)定等(deng)(deng)工(gong)作(zuo)(zuo)(zuo)。

(三(san))加(jia)大職(zhi)(zhi)業(ye)(ye)(ye)(ye)衛(wei)(wei)生監(jian)(jian)(jian)管(guan)執法(fa)力度。加(jia)強(qiang)(qiang)職(zhi)(zhi)業(ye)(ye)(ye)(ye)衛(wei)(wei)生監(jian)(jian)(jian)管(guan)網絡建設(she),逐步健(jian)全監(jian)(jian)(jian)管(guan)執法(fa)隊伍。大力提(ti)升基層監(jian)(jian)(jian)管(guan)水平,重點加(jia)強(qiang)(qiang)縣(xian)、鄉(xiang)級職(zhi)(zhi)業(ye)(ye)(ye)(ye)衛(wei)(wei)生監(jian)(jian)(jian)管(guan)執法(fa)能力和(he)(he)裝備建設(she)。依法(fa)履行(xing)(xing)監(jian)(jian)(jian)管(guan)職(zhi)(zhi)責,督(du)促用人(ren)(ren)單(dan)(dan)位加(jia)強(qiang)(qiang)對農民工、勞務(wu)派(pai)遣(qian)人(ren)(ren)員等職(zhi)(zhi)業(ye)(ye)(ye)(ye)病危(wei)害(hai)(hai)(hai)高風(feng)險人(ren)(ren)群的職(zhi)(zhi)業(ye)(ye)(ye)(ye)健(jian)康(kang)管(guan)理。擴大監(jian)(jian)(jian)督(du)檢(jian)查覆蓋范圍,加(jia)大對重點行(xing)(xing)業(ye)(ye)(ye)(ye)、重點企業(ye)(ye)(ye)(ye)、存在(zai)職(zhi)(zhi)業(ye)(ye)(ye)(ye)病危(wei)害(hai)(hai)(hai)的建設(she)項目以及(ji)職(zhi)(zhi)業(ye)(ye)(ye)(ye)衛(wei)(wei)生技術服務(wu)機構、職(zhi)(zhi)業(ye)(ye)(ye)(ye)病診斷機構和(he)(he)職(zhi)(zhi)業(ye)(ye)(ye)(ye)健(jian)康(kang)檢(jian)查機構的監(jian)(jian)(jian)督(du)檢(jian)查力度,開(kai)展職(zhi)(zhi)業(ye)(ye)(ye)(ye)衛(wei)(wei)生服務(wu)監(jian)(jian)(jian)督(du)檢(jian)查行(xing)(xing)動,嚴肅查處違(wei)法(fa)違(wei)規行(xing)(xing)為。對職(zhi)(zhi)業(ye)(ye)(ye)(ye)病危(wei)害(hai)(hai)(hai)嚴重、改造后仍無法(fa)達標的用人(ren)(ren)單(dan)(dan)位,嚴格依法(fa)責令停止產生職(zhi)(zhi)業(ye)(ye)(ye)(ye)病危(wei)害(hai)(hai)(hai)的作(zuo)業(ye)(ye)(ye)(ye),或(huo)者依照法(fa)定程序責令停建、關閉。建立用人(ren)(ren)單(dan)(dan)位和(he)(he)職(zhi)(zhi)業(ye)(ye)(ye)(ye)衛(wei)(wei)生技術服務(wu)機構“黑名(ming)單(dan)(dan)”制度,定期向社會公布并通報有(you)關部門。注重發揮行(xing)(xing)業(ye)(ye)(ye)(ye)組(zu)織在(zai)職(zhi)(zhi)業(ye)(ye)(ye)(ye)衛(wei)(wei)生監(jian)(jian)(jian)管(guan)中的作(zuo)用。

(四)提(ti)升防治(zhi)(zhi)服(fu)(fu)(fu)(fu)務(wu)(wu)水(shui)(shui)平(ping)。完善(shan)職(zhi)(zhi)業(ye)(ye)(ye)病防治(zhi)(zhi)服(fu)(fu)(fu)(fu)務(wu)(wu)網絡,按(an)照區域覆蓋、合理(li)配置的(de)原(yuan)則,加強基礎設施建(jian)設,明確(que)職(zhi)(zhi)業(ye)(ye)(ye)病防治(zhi)(zhi)機(ji)(ji)構的(de)布局、規模、功能和(he)數量(liang)。根據(ju)職(zhi)(zhi)責定位(wei),充(chong)分發揮好(hao)各類疾病預防控制機(ji)(ji)構、職(zhi)(zhi)業(ye)(ye)(ye)病防治(zhi)(zhi)院所、綜合性(xing)醫(yi)院和(he)專科醫(yi)院職(zhi)(zhi)業(ye)(ye)(ye)病科在(zai)職(zhi)(zhi)業(ye)(ye)(ye)健(jian)(jian)康(kang)檢查及職(zhi)(zhi)業(ye)(ye)(ye)病診(zhen)斷(duan)、監測、評價、風險評估等方面的(de)作(zuo)用,健(jian)(jian)全分工(gong)協作(zuo)、上下聯動的(de)工(gong)作(zuo)機(ji)(ji)制。推動職(zhi)(zhi)業(ye)(ye)(ye)衛(wei)生(sheng)工(gong)作(zuo)重心下沉(chen),逐(zhu)步引導基層醫(yi)療(liao)衛(wei)生(sheng)機(ji)(ji)構參與職(zhi)(zhi)業(ye)(ye)(ye)健(jian)(jian)康(kang)管理(li)和(he)健(jian)(jian)康(kang)促進工(gong)作(zuo)。以(yi)農民工(gong)塵肺病為切入點(dian),簡化(hua)職(zhi)(zhi)業(ye)(ye)(ye)病診(zhen)斷(duan)程序,優(you)化(hua)服(fu)(fu)(fu)(fu)務(wu)(wu)流程,提(ti)高服(fu)(fu)(fu)(fu)務(wu)(wu)質量(liang)。加大(da)投入力度,提(ti)升職(zhi)(zhi)業(ye)(ye)(ye)中毒和(he)核輻射應急救治(zhi)(zhi)水(shui)(shui)平(ping)。充(chong)分調動社(she)會力量(liang)的(de)積極性(xing),增加職(zhi)(zhi)業(ye)(ye)(ye)健(jian)(jian)康(kang)檢查等服(fu)(fu)(fu)(fu)務(wu)(wu)供給,創新(xin)服(fu)(fu)(fu)(fu)務(wu)(wu)模式,滿足勞動者和(he)用人單位(wei)多(duo)層次、多(duo)樣(yang)化(hua)的(de)職(zhi)(zhi)業(ye)(ye)(ye)衛(wei)生(sheng)服(fu)(fu)(fu)(fu)務(wu)(wu)需求。

(五)落實救助(zhu)保(bao)(bao)(bao)障措施(shi)。規范用(yong)人(ren)單(dan)位勞動(dong)用(yong)工管理,依法簽(qian)訂勞動(dong)合(he)同,督促用(yong)人(ren)單(dan)位在合(he)同中明(ming)確勞動(dong)保(bao)(bao)(bao)護、勞動(dong)條件和(he)職(zhi)業(ye)(ye)病(bing)(bing)(bing)(bing)(bing)危(wei)害防(fang)護等(deng)內(nei)容。在重點(dian)行業(ye)(ye)中推(tui)行平等(deng)協商(shang)和(he)簽(qian)訂勞動(dong)安全衛生(sheng)(sheng)專項集(ji)體(ti)合(he)同制(zhi)(zhi)度,以非公(gong)有制(zhi)(zhi)企業(ye)(ye)為重點(dian),督促勞動(dong)關(guan)系雙方認真履行防(fang)治(zhi)責任。督促用(yong)人(ren)單(dan)位按時(shi)足額(e)繳納工傷保(bao)(bao)(bao)險(xian)(xian)(xian)費(fei)(fei),推(tui)行工傷保(bao)(bao)(bao)險(xian)(xian)(xian)費(fei)(fei)率(lv)與(yu)職(zhi)業(ye)(ye)病(bing)(bing)(bing)(bing)(bing)危(wei)害程(cheng)度掛鉤(gou)浮動(dong)制(zhi)(zhi)度。做好工傷保(bao)(bao)(bao)險(xian)(xian)(xian)與(yu)基本醫療(liao)保(bao)(bao)(bao)險(xian)(xian)(xian)、大(da)病(bing)(bing)(bing)(bing)(bing)保(bao)(bao)(bao)險(xian)(xian)(xian)、醫療(liao)救助(zhu)、社(she)會(hui)慈(ci)善、商(shang)業(ye)(ye)保(bao)(bao)(bao)險(xian)(xian)(xian)等(deng)有效銜(xian)接,及(ji)(ji)時(shi)讓符合(he)條件的(de)(de)職(zhi)業(ye)(ye)病(bing)(bing)(bing)(bing)(bing)病(bing)(bing)(bing)(bing)(bing)人(ren)按規定(ding)享(xiang)受大(da)病(bing)(bing)(bing)(bing)(bing)保(bao)(bao)(bao)險(xian)(xian)(xian)待遇和(he)納入醫療(liao)救助(zhu)范圍,減輕病(bing)(bing)(bing)(bing)(bing)人(ren)醫療(liao)費(fei)(fei)用(yong)負擔(dan)。將符合(he)條件的(de)(de)塵(chen)肺(fei)病(bing)(bing)(bing)(bing)(bing)等(deng)職(zhi)業(ye)(ye)病(bing)(bing)(bing)(bing)(bing)病(bing)(bing)(bing)(bing)(bing)人(ren)家庭(ting)及(ji)(ji)時(shi)納入最低(di)生(sheng)(sheng)活(huo)保(bao)(bao)(bao)障范圍;對遭遇突(tu)發性(xing)、緊迫性(xing)、臨時(shi)性(xing)基本生(sheng)(sheng)活(huo)困(kun)難的(de)(de),按規定(ding)及(ji)(ji)時(shi)給予救助(zhu)。

(六)推(tui)進防治(zhi)(zhi)信息(xi)(xi)化(hua)建設。改進職(zhi)(zhi)業(ye)病(bing)危害(hai)項(xiang)目(mu)申報(bao)(bao)工作(zuo)(zuo),建立統一、高(gao)效的職(zhi)(zhi)業(ye)衛(wei)生監督執法(fa)信息(xi)(xi)管理(li)(li)機制,推(tui)動執法(fa)工作(zuo)(zuo)公開透明(ming)。建立完善重點(dian)職(zhi)(zhi)業(ye)病(bing)與職(zhi)(zhi)業(ye)病(bing)危害(hai)因素監測、報(bao)(bao)告(gao)和(he)管理(li)(li)網絡。開展重點(dian)職(zhi)(zhi)業(ye)病(bing)監測和(he)專項(xiang)調查,持續、系統收集相關信息(xi)(xi)。規范(fan)職(zhi)(zhi)業(ye)病(bing)報(bao)(bao)告(gao)信息(xi)(xi)管理(li)(li)工作(zuo)(zuo),提(ti)高(gao)上報(bao)(bao)信息(xi)(xi)的及時性(xing)、完整性(xing)和(he)準確性(xing)。開展職(zhi)(zhi)業(ye)健康風險(xian)評(ping)估,掌握重點(dian)人群和(he)重點(dian)行業(ye)發病(bing)特點(dian)、危害(hai)程度和(he)發病(bing)趨勢。加強部門(men)間信息(xi)(xi)共享利用,及時交(jiao)流用人單位職(zhi)(zhi)業(ye)病(bing)危害(hai)、勞動者職(zhi)(zhi)業(ye)健康和(he)工傷保障等信息(xi)(xi)數據。將職(zhi)(zhi)業(ye)病(bing)防治(zhi)(zhi)納入(ru)全民健康保障信息(xi)(xi)化(hua)工程,充分利用互(hu)聯網、大數據、云計算(suan)等技術(shu)做好(hao)防治(zhi)(zhi)工作(zuo)(zuo)。

(七)開(kai)展(zhan)宣(xuan)傳(chuan)教育(yu)(yu)(yu)和(he)(he)健(jian)(jian)康(kang)促進(jin)(jin)。動(dong)員全社會參(can)與(yu),充分發揮主(zhu)流媒(mei)體的權威性(xing)和(he)(he)新媒(mei)體的便捷性(xing),廣泛(fan)宣(xuan)傳(chuan)職(zhi)(zhi)業(ye)病(bing)防治(zhi)法(fa)律法(fa)規(gui)和(he)(he)相關標(biao)準,普及職(zhi)(zhi)業(ye)病(bing)危害防治(zhi)知識。積極利用(yong)“職(zhi)(zhi)業(ye)病(bing)防治(zhi)法(fa)宣(xuan)傳(chuan)周”開(kai)展(zhan)各種形式的宣(xuan)傳(chuan)活動(dong),提高(gao)宣(xuan)傳(chuan)教育(yu)(yu)(yu)的針對性(xing)和(he)(he)實效(xiao)性(xing)。督促用(yong)人單位重視(shi)工作場所的職(zhi)(zhi)業(ye)健(jian)(jian)康(kang)宣(xuan)傳(chuan)教育(yu)(yu)(yu)工作。創新方(fang)式方(fang)法(fa),開(kai)展(zhan)健(jian)(jian)康(kang)促進(jin)(jin)試點,推動(dong)“健(jian)(jian)康(kang)企業(ye)”建(jian)設,營造有益于職(zhi)(zhi)業(ye)健(jian)(jian)康(kang)的環境。鞏固(gu)健(jian)(jian)康(kang)教育(yu)(yu)(yu)成果,更新健(jian)(jian)康(kang)促進(jin)(jin)手(shou)段,及時應對產(chan)業(ye)轉型、技術(shu)進(jin)(jin)步可(ke)能(neng)產(chan)生的職(zhi)(zhi)業(ye)健(jian)(jian)康(kang)新問題。

(八)加(jia)強科研(yan)及成(cheng)果轉(zhuan)化(hua)應(ying)用。鼓勵(li)和(he)支持職(zhi)業(ye)(ye)病(bing)(bing)防(fang)(fang)(fang)治(zhi)基(ji)礎性(xing)(xing)科研(yan)工作(zuo),推進發(fa)病(bing)(bing)機理研(yan)究,在(zai)重點(dian)人群和(he)重點(dian)行業(ye)(ye)開展流行病(bing)(bing)學(xue)調查,開展早期(qi)職(zhi)業(ye)(ye)健康損害(hai)、新(xin)(xin)發(fa)職(zhi)業(ye)(ye)病(bing)(bing)危害(hai)因素(su)和(he)疾病(bing)(bing)負擔(dan)等(deng)研(yan)究,為制定防(fang)(fang)(fang)治(zhi)政(zheng)策(ce)提(ti)供依(yi)據。重點(dian)攻關職(zhi)業(ye)(ye)性(xing)(xing)塵(chen)肺病(bing)(bing)、化(hua)學(xue)中毒、噪聲聾、放射性(xing)(xing)疾病(bing)(bing)等(deng)防(fang)(fang)(fang)治(zhi)技術(shu)(shu),以(yi)及粉(fen)塵(chen)、化(hua)學(xue)因素(su)等(deng)快速檢(jian)測技術(shu)(shu)。加(jia)快科技成(cheng)果轉(zhuan)化(hua)應(ying)用工作(zuo),推廣以(yi)無毒代替有毒、低毒代替高毒等(deng)新(xin)(xin)技術(shu)(shu)、新(xin)(xin)工藝、新(xin)(xin)設備和(he)新(xin)(xin)材料。加(jia)強國際(ji)合作(zuo),吸收、借(jie)鑒和(he)推廣國際(ji)先(xian)進科學(xue)技術(shu)(shu)和(he)成(cheng)功經(jing)驗(yan)。

四、保障措施

(一(yi))加(jia)強(qiang)組(zu)織(zhi)領導(dao)。各(ge)地區要高度(du)重視職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)病(bing)防(fang)(fang)治(zhi)工(gong)作(zuo),將(jiang)其納入本(ben)地區國(guo)民經(jing)濟和(he)社會發展(zhan)總體規劃,健(jian)全(quan)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)病(bing)防(fang)(fang)治(zhi)工(gong)作(zuo)聯席會議(yi)制(zhi)度(du),加(jia)強(qiang)統籌協調,多(duo)措并舉,進一(yi)步提升職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)病(bing)防(fang)(fang)治(zhi)合力。完善職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)病(bing)防(fang)(fang)治(zhi)工(gong)作(zuo)責任制(zhi),建立防(fang)(fang)治(zhi)目標(biao)和(he)責任考(kao)核(he)制(zhi)度(du),制(zhi)定年度(du)工(gong)作(zuo)計(ji)劃和(he)實(shi)施方(fang)案,定期(qi)研(yan)究(jiu)解(jie)決職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)病(bing)防(fang)(fang)治(zhi)中的重大問(wen)題。建立健(jian)全(quan)政(zheng)府部門、用人(ren)單位和(he)勞動者三方(fang)代(dai)表參(can)與的職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)病(bing)防(fang)(fang)治(zhi)工(gong)作(zuo)長(chang)效機制(zhi)。

ren)力資源(yuan)社會(hui)保(bao)障部(bu)(bu)(bu)(bu)負(fu)(fu)(fu)責職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)(bing)(bing)(bing)病(bing)(bing)(bing)(bing)(bing)(bing)人(ren)的(de)(de)工(gong)(gong)(gong)(gong)傷保(bao)險(xian)待遇有(you)(you)(you)關(guan)(guan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。國(guo)務(wu)院國(guo)資委(wei)(wei)配(pei)(pei)合(he)有(you)(you)(you)關(guan)(guan)部(bu)(bu)(bu)(bu)門(men)督(du)(du)促(cu)指導(dao)中(zhong)央企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)依法(fa)開展職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)(bing)(bing)(bing)防(fang)(fang)治(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。全(quan)國(guo)總工(gong)(gong)(gong)(gong)會(hui)依法(fa)對職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)(bing)(bing)(bing)防(fang)(fang)治(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)進行(xing)(xing)監(jian)(jian)督(du)(du),參與職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)病(bing)(bing)(bing)(bing)(bing)(bing)危害事(shi)故(gu)調(diao)(diao)查(cha)處理(li),反映(ying)勞動者職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)健(jian)康(kang)方面的(de)(de)訴求,提出(chu)意見和(he)(he)建議,維護(hu)勞動者合(he)法(fa)權益。

(三)加大經費投入。各地區要根(gen)據職(zhi)(zhi)業(ye)病(bing)防治(zhi)形(xing)勢,加大財政(zheng)投入力(li)度,合理安排防治(zhi)工(gong)作(zuo)(zuo)所需(xu)經費,加強對任務完成情況(kuang)和(he)財政(zheng)資(zi)(zi)金使用(yong)考(kao)核,提高資(zi)(zi)金使用(yong)效率。用(yong)人單位(wei)要根(gen)據實際情況(kuang),保障生產工(gong)藝(yi)技(ji)術改造、職(zhi)(zhi)業(ye)病(bing)危害(hai)預防和(he)控制(zhi)、工(gong)作(zuo)(zuo)場所檢測(ce)評價、職(zhi)(zhi)業(ye)健康監護和(he)職(zhi)(zhi)業(ye)衛生培訓等費用(yong)。各地區要探索工(gong)傷保險基金在(zai)職(zhi)(zhi)業(ye)病(bing)預防、診療和(he)康復(fu)中的作(zuo)(zuo)用(yong),建(jian)立多元化的防治(zhi)資(zi)(zi)金籌措機制(zhi),鼓勵和(he)引導(dao)社會資(zi)(zi)本投入職(zhi)(zhi)業(ye)病(bing)防治(zhi)領(ling)域。

(四)健(jian)全(quan)法(fa)律(lv)法(fa)規(gui)和標準。進一步(bu)完(wan)善職(zhi)(zhi)(zhi)業(ye)病(bing)防(fang)治(zhi)法(fa)律(lv)法(fa)規(gui)。健(jian)全(quan)高危(wei)粉塵、高毒和醫用輻射防(fang)護等特(te)殊作業(ye)管理,以及職(zhi)(zhi)(zhi)業(ye)病(bing)危(wei)害(hai)評價、職(zhi)(zhi)(zhi)業(ye)健(jian)康(kang)檢查、職(zhi)(zhi)(zhi)業(ye)病(bing)診斷與(yu)鑒定等法(fa)律(lv)制(zhi)度。制(zhi)定職(zhi)(zhi)(zhi)業(ye)病(bing)報(bao)告、職(zhi)(zhi)(zhi)業(ye)健(jian)康(kang)管理等工作規(gui)范。完(wan)善重點職(zhi)(zhi)(zhi)業(ye)病(bing)、職(zhi)(zhi)(zhi)業(ye)性(xing)放射性(xing)疾(ji)病(bing)等監測(ce)和職(zhi)(zhi)(zhi)業(ye)健(jian)康(kang)風險評估技(ji)術方案。健(jian)全(quan)用人單(dan)位職(zhi)(zhi)(zhi)業(ye)病(bing)危(wei)害(hai)因素工程控制(zhi)、個體(ti)職(zhi)(zhi)(zhi)業(ye)防(fang)護、職(zhi)(zhi)(zhi)業(ye)健(jian)康(kang)監護、職(zhi)(zhi)(zhi)業(ye)病(bing)診斷等國家職(zhi)(zhi)(zhi)業(ye)衛生標準和指南。

(五)加(jia)(jia)強(qiang)(qiang)人(ren)(ren)才(cai)隊(dui)伍建設(she)。各(ge)地(di)區要強(qiang)(qiang)化職業(ye)病防治(zhi)和(he)技術服務專業(ye)隊(dui)伍建設(she),重(zhong)點(dian)加(jia)(jia)強(qiang)(qiang)疾病預防控(kong)制機(ji)構、職業(ye)病防治(zhi)院(yuan)所、綜合性(xing)醫院(yuan)和(he)專科醫院(yuan)職業(ye)病科等梯隊(dui)建設(she),提(ti)高縣(xian)、鄉級職業(ye)衛(wei)生(sheng)(sheng)服務能力。探索建立注冊職業(ye)衛(wei)生(sheng)(sheng)工程師制度。接(jie)觸職業(ye)病危害因素(su)勞(lao)動者(zhe)多、危害程度嚴重(zhong)的用人(ren)(ren)單位,要強(qiang)(qiang)化專(兼)職職業(ye)衛(wei)生(sheng)(sheng)技術人(ren)(ren)員儲備。加(jia)(jia)大培訓力度,重(zhong)點(dian)加(jia)(jia)強(qiang)(qiang)對(dui)臨(lin)床和(he)公(gong)共(gong)衛(wei)生(sheng)(sheng)復合型人(ren)(ren)才(cai)的培養。

五、督導與評估

安全監管總局、國家(jia)衛(wei)生計生委(wei)要適時組織(zhi)(zhi)開展規(gui)劃實施(shi)的(de)督查和(he)評價工作(zuo),2020年組織(zhi)(zhi)規(gui)劃實施(shi)的(de)終期評估,結果報國務院。各(ge)地區要結合工作(zuo)實際研究制(zhi)定本(ben)地區職業(ye)病防治規(gui)劃,明確階段性目(mu)標和(he)工作(zuo)分工,加大督導檢查力度,確保目(mu)標任務圓滿(man)完成。
